What’s wrong with this picture?

BONUS QUESTION: If this picture had been taken in the United States rather than Mexico City, then what else would be wrong with this picture?

UPDATE: There seems to be a debate about the blue-white-orange flag. I must admit that I too am stumped, and the CIA World Factbook flag database doesn’t have it. It also does not appear to be a Mexican district or city flag. Any thoughts?

    Germany is upside-down. The Netherlands orange stripe ain't quite orange. Mexico should be the most right.

    Germany, Spain, Netherlands, Mexico, USA, france.

    In the US, the US flag should be higher than the others.

    Yeah, the German flag is upside down, but the third flag from the left is not the Netherlands. The Dutch flag has horizontal strips, not vertical, of red, white and blue, not blue, white and orange. I generally know flags pretty well, but I can't remember which country that blue, white and orange tricolor belongs to.
