Hands down, the Saudi Royal family.
But if you take away "fattest," the doc kind of has a point (although I didn't bother to read his reasons), especially given the enormous government expenditures planned on their behalf.

Hello Kip,
1. Robert Heinlein had a few choice words to say about what he considered to be the (largely) selfish elderly – rich and poor alike. He wrote just after World War II.
3. Any word about whether the foreign cruise operators will also have to wear ringing devices in their ears? You know, to avoid their taking unfair advantage of their brains?
