You can’t tell from this angle, but he is not repairing the traffic light — he’s washing it. He had just finished washing the “Walk / Don’t Walk” sign on the corner.

Washing lights. On a weekday. During the morning rush. In the rain.

New York, New York, it’s a helluva town…

    I am surprised to see a government employee working in the rain. I guess you should be happy about it. :-)

    Bird poop is corrosive and he's cleaning it off the traffic light in order to save you tax dollars in the future.

    [Kip replies: No. He's not cleaning the casing; he's wiping down the light itself, like a windshield wiper. I realize it's difficult to see from this angle. And in any case, why at the worst possible time in terms of traffic, etc.?]
